Conferences 2016-2018

It looks like after they breakdown what schools will be in each of the 6 conferences.
There will still only be 4 state tournaments.
They will be combining 1a 2a and 3a into one state tournament.
4a 5a and 6a will each have their own.

At least this is what I understood when I read the appendix A on the timeline on the aia website.

Does that mean they will combine the 3 divisions/schools with the most kids or the smallest 3 divisions/schools?

If they combine the small schools. Does that mean they will still have a 1A, 2A & 3A State Champion & just run them the same time or that there will only be one State Champ among the 3?

They way I read it. There will still be only four state champs.
A 6a champ
A 5a champ
A 4a champ
And
A 1a2a3a champ.
